I don't know what the muscle is called, but it's about 3/4 of the way from my wrist to my elbow on my left arm. I got my powerball yesterday and decided that I was going to work my left arm more than my right arm to try to get it just as strong as the right. Well, near the end of the day, that muscle started to get kinda tight and hurt a little, so I quit. This morning, I picked my powerball up, and the muscle still hurts. I can't really think of any way to stretch it out, so do I just have to wait for it to heal now? Is it a result of bad technique (if possible?) or did I over-work it too quickly?

Lolol as Pako would say: No Pain No Gain, your muscle is just growing now, so drink water and rest for 2 days and try again ;)

That muscle, not sure what it's called, (quick Google lookup ... I think you're probably referring to the "Extensor Carpi" muscles, see http://www.bodybuilding.com/fun/forebig.jpg), are the ones I find that cramp up the quickest if I do any prolonged Powerballing runs with one hand.) They're also the ones that I use the most when I play badminton, so I guess mine were fairly fit as it was.

To stretch them out you need to bend your wrist downwards (if your palm is facing the floor). What I would do though is take Obiw4n's advice, or use the Powerball gently for half an hour or so to ease the muscles up.
