My brand new Powerball has the stationary play in the rotor that is described elsewhere in here, but it also squeaks - a sort of plastic on plastic noise. Is this normal?

Yes.
Mine squeeked since i got it but doesn't squeek when u get it spinning a bit, just don't even think about oil as you may have read everywhere else!
