You may using it incorrectly. Make sure that your wrist motion is circular, and work with it a while until you can get the "feel" of it. If it is still noisy, than your powerball may be faulty. But the problem is probably the former.

Unfortunately, due to heavy-handed postmen!, a Powerball can sometimes arrive at its destination damaged. You see, the yellow rotor has a steel axle, and this axle rolls along the upper and lower edges of a plastic track within the Powerball. If the Powerball gets dropped, the axle can dent the plastic track, and then as it rolls over the dent it will knock. Persistent use can smooth out these dents, as long as they're not too severe.
If you're definitely spinning it smoothly and it's making this knocking noise on every rotation of your wrist then it could be a dent in one or both of the surfaces.
If, however, the knocking isn't regular, then it could be your technique, as the others have said. Get out of rhythm and the rotor will change direction. When it does this, the rotor axles will jump from the surface they're rolling along, over to the other surface, and this will make a knocking noise too.
