Hey, i got a new rotor sent out to replace my cracked one, with my old rotor i could get above 12k anytime,
but with this new rotor, i cant seem to break 10k
it runs super smooth though,
does it need to 'break in, or something?

I dont think so. I think it should work just fine.
Mostly they do, yes, sometimes a little, sometimes a lot. (I recently replaced the plastic components in my Metal Powerball, and now it'll hardly spin at all!)
Sometimes new parts, (I assume you got a new support band too, and new washers?), are very tight, and don't allow much freedom of movement to the rotor, which it needs in order to function properly. Just keep using it and things will loosen up a little, and then I'm sure you'll be back to 12.7k and beyond.
